Are Agricultural Measures for Groundwater Protection Beneficial When Compared to Purification of Polluted Groundwater? AgEcon
Hasler, Berit; Lundhede, Thomas.
The groundwater resource, the drinking water areas and the surface water quality can be protected by measures, e.g. by reductions of pesticide and nutrient applications, conversion of arable land to grasslands or forests etc. The objective of the paper is to estimate the benefits of groundwater protection by the valuation method choice experiments. This method allows for separate estimation and comparison of the different attributes connected to groundwater protection i.e. the effects on drinking water and surface water quality as compared to the benefits from cleaning and treatment of polluted drinking water to make it suitable for drinking water consumption. The results indicate that the benefits are significant, and that the willingness to pay for...

Costs of Reducing Nutrient Losses in Denmark - Analyses of Different Regulation Systems and Cost Effective Measures AgEcon
Jacobsen, Brian H.; Abildtrup, Jens; Jensen, Jorgen Dejgaard; Hasler, Berit.
The economic calculations carried out prior to the Plan for the Aquatic Environment III included a comparison of regulation systems aimed at reducing nitrogen leaching, analyses of measures for reducing phosphorus losses and estimation of administrative costs. The conclusions were that taxation of the N-surplus introduced at the sector level was the most cost effective regulation when compared with administrative regulation and set a side. For phosphorus a balance between incoming and outgoing phosphorus is very costly as this requires that much slurry is transported from the western to the eastern part of Denmark. The final plan for the Aquatic Environment III from 2004 included a 13% reduction of N-leaching until 2015 based on cost effective...

How to increase the effectiveness of agri-environmental subsidy schemes through knowledge of farmer perceptions-a choice experiment on pesticide free buffer zones AgEcon
Christensen, Tove; Pedersen, Anders Branth; Nielsen, Helle Orstead; Morkbak, Morten Raun; Hasler, Berit; Denver, Sigrid.
Danish farmers have been far less interested in agri-environmental subsidy schemes than anticipated. We use choice experiments to estimate 486 Danish farmers’ preferences for a number of policy relevant scheme-characteristics. Subsidy schemes for pesticide free buffer zones along hedgerows are used as a case and analysed using a random parameter logit framework. By quantifying farmers’ preferences in monetary values, we are able to assess the relative importance of individual scheme-characteristics. Farmer’s assessments of the administrative burden are captured by estimating how they value free-of-charge assistance for the application procedure. To our knowledge, this measure of administrative burden has not been tested before. Our results indicate that...

Regional Socioeconomic Impacts of Livestock Regulation - an Integrated Modelling Approach AgEcon
Hasler, Berit; Jensen, Jorgen Dejgaard; Madsen, Bjarne; Andersen, Martin; Huusom, Henrik; Jacobsen, Lars-Bo.
This paper addresses the combination of environmental regulation and rural development using an integrated economic modelling approach. Specifically, the regional impacts of regulating livestock density at the farm level are analysed in a projected 2010 setting. This scenario is motivated by a concern for nitrogen loads on ground and surface water. The applied model framework includes a macroeconomic CGE-model, an econometric agricultural sector model and a local economic model, and consistent links have been established between these models. The analyses show that the largest relative economic impacts occur in the western parts of Denmark. This occurs in the agricultural sector, because the highest livestock densities are found in the western regions, but...
